The matters of which Nemesion, the bearer of these presents, most beloved to us, who says that he is the bishop of the city of Doclea, has complained concerning the crime of Paulus of Doclea, formerly a bishop, as he himself asserts, would have had to be set forth to your Brotherhood more minutely, were it not that he testifies that you know everything, inasmuch as he reports that you both had compassion on him and wished to come to his aid, but were by no means able to do so. And because the occasion of so great an outrage ought not to be neglected or passed over unpunished, lest by imitation of his wickedness, which God forbid, audacity be taken up by others, let your Brotherhood more diligently peruse the copies of the writings appended below, which we have directed to our most reverend brother John, bishop of the city of Prima Iustiniana, who holds our office in his stead; and, if it knows that it can carry out everything according to their tenor, let it execute and perform by our authority all those very things which we have charged to him. But if perchance, owing to certain obstacles standing in the way, you see this to be difficult for you, you must take pains that these same writings of ours may reach our aforesaid brother without excuse. And it likewise befits you also to be insistent upon him, that the things which have been enjoined upon him by us ought to be carried out more strictly and be slackened by no occasion, but that the things which have been wickedly done be corrected by a fitting amendment in such wise that one act may be both a suitable retribution for the offender and a cause of dread to others established in the same order.
